The DIAL (Distance InterActive Learning) Consortium was established in early 1995 as part of the Vision Athena Planning Grant. The DIAL Consortium was funded through the Ameritech Opportunity Indiana 1 monies which is administered by the Corporation for Educational Communication (CEC) located in Indianapolis. The actual fiscal agent for the DIAL Consortium is the West Central Indiana Educational Service Center located in Greencastle. The purpose of the Consortium is to explore the use of two way interactive video to generate and enhance curriculum in K-12 schools in South Central Indiana. The planning board comprised of representatives from member school, IU and Ameritech identified seven objectives to achieve over the next 10 years: 
  1. Promote visionary use of distance learning 
  2. Provide long-term and proactive planning for distance learning 
  3. Provide needed expertise to manage distance learning
  4. Develop share resources for distance learning 
  5. Investigation outside funding opportunities for distance learning 
  6. Research develop prototypes for distance learning 
  7. Engage in political activities to promote distance education
